I don't think you have to install it again... Just upgrade it.
Get firefox, it's much better and more secure.

Yes, IE7 takes a while time to get, since it takes a very long time to check for updates. For playing Pawn, however, I'd suggest using Mozilla Firefox, because a lot of players seem to agree that it allows you to move your character faster than with other browsers, since it is a faster browser.
