if a person puts a post on clans saying that they want people to join their clan and sign up there can they just do that and its offical or have to get permisson from a mod?

If someone says they want to join a clan, they have to get to the clan thread.
They don't need to have permission unless the mod made the clan.

Yes, people can make clans without having to consult with anyone, but there isn't a clan system in Pawn, so the clans are basically just organized by a few players in a thread in the Clans section of the forums. To be "officially" part of a clan, I guess the leader of that clan has to tell you you are allowed in and put on a list in the thread.
