Your ms tells if you are having delay.
and if it is high you need to clear your cache.
And it depends on what internet service you have to do that.
if your ms is slow you got no lag and a nice connection.

It measures the time, in milliseconds, it takes for you and the server to communicate.

MS is milliseconds, if you have 250 ms it means your game is 1/4 of a second slow

low ms's are good! but sometimes too low can cause acceleration

acceleration i got sometimes for Stick Arena before it got hacker happy, where i would be sometimes faster, but that was a rarity so acceleration (thats what i called it) will not happen on pawn so forget this paragraph ;)

MS = Milliseconds = 1/1000th of a second.

In this case, we are talking about ping. There is nothing you can do to lower your ping other than:
A) Getting better internet
B) Moving closer to the north-eastern United States.

A) I recomend Verizon's FIOS (Fiber Opic) its internet is the fastest ever, so far

B) the server is located in canada, and clearing up some of your ports can help in the proccess, EggoWaffle made some good guides on how to make pawngame faster!

Defragmentation doesn't always work... You can always lower your quality/detail to low and remove any other applications working in the background that may be interfering with your gaming process. Lag can also be caused by your internet and ms is your measure of lag like everyone else said.
