Knowing a "little" of a language doesn't mean you speak it.. I can say words from many different languages, that doesn't mean I speak them.
I'm fluent in English, Arabic, and pretty damn decent in Spanish, although, I've yet to master the language. I can also get by in Chaldean. (aramaic)

Fluent in English and Arabic.
I learned some french in elementary school, but forgot most of it.
Fun language fact:
Assassin came from the Arabic word Hashashin (meaning stoners/drug addicts)
Because 90% of all assassins were hunted down and killed and so they can't have a will of their own, they gave them weed.

is it weird to understand a language properly and keep up with people who are fluent in it but not being able to speak it...?
I have origins in China, so I know a good amount of Cantonese.
