The report system

Ok I am having some trouble for the report system. Can the time betwenn reports b lowered because At times in chat rooms more than one user may be spamming flaming breaking rules, and I cannot report them all immediatly. Can Blank lower the time limit between reports or even completly remove it? (Why do we even have it?)
