One thing I hate about making maps is that we can't do ladder matches with them! I admit, some maps suck ice and are annoying to play on, but some user maps I've seen are amazing. I think that user maps should be given 'certification' and be added to the ladder game map list. This could be done like this:
A user map is kept on custom games for x days (my idea is about a week), during which time players vote on the map. The map must receive x amount of "This map is great!" (I'm thinking around 200 votes, maybe more saying it's a week and the size of pawn) for it to be okayed for ladder position. Then, to keep hundreds of maps from being 'ladderized,' a committee of Moderators/Admins/Specially apointed players (around 20 people) would take the okayed maps and do practice rounds on them (short games to check out the map). Then, a map's fate is decided in a tournament style elimination. Each map is voted on, and in the first round half of the commitee must okay the map. Then, in the second round (most of the maps will be eliminated here) 15 of the committee members must okay the map. The 3rd round will be quick, in which the committee polls, each member getting 2 votes, giving his 2 votes to 2 different maps. The 2 maps that survive will go to the last round, the last poll, in which one map will get the boot! Anyway, the last two maps get voted on, and the victor gets the ladderization! If there is a tie, it goes Vegas style in which one of the maps is randomly selected (I dunno how, maybe we roll some dice?). The winner gets to become a ladder game!!!! This competition will be held about once or twice a year.

Correct me if I'm wrong, but I believe that section is essentially what you're suggesting. People rate on maps submitted there and Blank makes the final decision on which maps are submitted to the list.
