Lol, dude get gimp, its free. Google it or something, then with experiance, try to crack Photoshop, read signature tuts online from DevART (deviantart.com) or just from google. Oh and for gimp its gimaptalk (gimptalk.com)

try some tuts, play around with varous effects when u get to know what they do, learn the interface of gimp, etc.

pretty much what they said. Try not to rely too much on tutorials though, try your own thing to find you're own technique to things =) Start out with filters, brushing, color balance, and c4ds.
