Since you are new to pawn I can tell you this, the answer is no.
There are clans, similar I guess. my definition of a clan on pawn is this:

Clan- a group of people that may reside on another forum that compete with other clans.

and think everything else they play is just like rs, no there are no guilds, get a life, and
dont play rs...yes there are clans, you need some certain rank to join a respectful clan,
