Well I was thinking...Only people with more then 50 or 100 post can suggest in the suggestions box...It's really annoying with the noobs suggesting things that are already rejected.

Then I don't know about that...If they havn't post much then, most likely, then won't know the forum rules. Or something.

People that don't post much, but have played the game a long time, who might have good suggestions wouldn't be able to suggest, also this is bias.

What about locking the Suggestions\Bugs section for those who haven't seen the Do not suggest list. Once they've seen it they the section is unlocked.

Maybe right after you click Suggestions/Bugs it will jump you to the already suggested stuff page.
