Paint.NET

Well I don't think this program can compare to many of you image nerds, but this program is highly useful and pretty damn small, only 1.65MB. Right of the back, this program is easy for those who can't use photoshop or those other hard-to-use image programs (like me).
It can surprisingly do a lot, not only for its size, but what you would expect.Anything from blurring or sharpening and red-eye removal. Even distortion, noise, and embossing. This also comes with unique 3D Rotate/Zoom effect that is very useful to make it have perspective. You can also do the normal brightness, hue, contrast...etc stuff.

Idk, but it won't hurt to try. Its a really small program. I havn't used Gimp, so I'm not sure.

Its some $50-70 I believe, but you can find many cracks on the internet ( I dont advise downloading them as they are often spyware)

haha, Photoshop is really the better choice though. But thats if you
A.) Have enough storage and memory on your computer
B.) Take the time to learn how to use it
