(Quick Links>Edit Profile>Edit avatar (Its on the left))

And paste the code under
"Option 1 - Enter the URL to the Image on Another Website"

Since it's from Photobucket, it should work.

Just remove the [img] tags (Put the link) Anyways,i think its because they don't allow animated Avatars
