Registered Users and and "+' sign

There are many type of users:
User
Moderator
Administrator
Banned
But I've seen "Registered Users". There is an example of one on the first page of the member's list.

Also I have been seen plus signs next to users. What does that mean?

If they are on your friends list they with have a plus.
