*sigh* Next time be more specific. Do you mean your Signature, Avatar or Profile Picture?

If you mean Signature, then upload the picture to a Image hosting site and pick the link with [img] tags, copy that into the text box it gives you.

If you mean Avatar or Profile Picture, if you're uploading it directly from your computer remember that the maximum picture size is 100 by 100 pixels or 64 kb. If you're uploading it from a website just right click the picture, go to "Properties" and then copy the "Address" and paste it where prompted to.
