Meh, you're right, with the current population of n00bs, it would erupt into chaos. Perhaps it could be a special place, where you would have to fill out an application to get in. Only those who were accepted would be allowed to post in it.

Kid gives second account to spammer friend
Debate forum goes to hell.

How would you know who gave the account away though?
So you could only ban the spammer
leaving friend to continue to make other accounts for other spammers
Once you get one corrupt person in there its done
