The effect you'll be making is this:

Ok first get your signature that you want rain effect on. Open it up.
Next go to Layers>Duplicate Layer
Duplicate your signature layer two times. In total you'll haave 3 layers of your signature.
Make a new WHITE layer. Make 2 more WHITE layers. YOu'll have 3 WHITE layers.

Go to Dialog>Layers.
Hold and drag the WHITE layers so they look like this:

Now select a white layer by clicking on it in the layer menu. Go to Filters>Noise>Scatter RGB
UNCHECK Independant RGB and move the GREEN BLUE AND RED sliders to .50
Then Click OK
Do the same to the other 2 WHITE layers.
Now Select a white layer and go to Filters>Blur>Motion blur
CHECK preview
Change lenght to 7
Click Ok.
Do the same to the other 2 WHITE layers.
Now go to the Layer menu again.
Select a WHITE layer and change its MODE to Muliply.
The MODE selection is in the Layer menu near the top.

Do that to the other 2 WHITE layers.
Once done select a WHITE layer and go to Layer>Merge down.
Do that to other 2 WHITE layers. Now you'll have 3 backround layers.
Go to Filters>Animation>Play back to see if you did it right.
