Its not a glitch nor a hack. Its just lagginess that gets a person so much that it looks like he's hacking or doing something no one can do in the real sense.

Wrong, wrong, wrong!
It is a simple bug.

When you play in a game that switches maps every round, it doesn't actually switch unless you exit and re-enter. The maps actually switch every round, but the people who were in the first round and stayed until the end of the second don't see the switch.
For example...

Player1 hosts a map that switches between... abyss and arena.
5 players join Player1's game.
At the beginning of the second match, two more players join the game.
The first six in there stay in abyss, but the new two players that just joined the game are in arena. This is when the bug is sparked and chaos takes over.

Get it now? ._.

Of course, someone could have 1000+ ms, in which case the server should kick you out.
