First take your sig that you want your boarder on:

Next make a path where you want the edge of your boarder to be.

Fill a new layer with Nonclayto's Brushed Metal tut(http://www.gimptalk.com/topic.php?a=v&t=483&f=8#P_2954) then use path-to-selection and clear the inards to reveal your sig underneath.

Add a bevel with thickness of about 3 to the boarder layer.

Alpha-to-selection your boarder layer and grow by 1-2 pixels. Create a new layer and fill with black.

Grow selection another 1-2 pixels and fill with a color that goes with your sig's color scheme.
