How about if 10 different people (from different ips) report one person in a day, the person gets a 1-3 hour ban by the server? This way, mods wouldn't have to be around.

Nice.
It would encourage Player-Policing, as well as auto-ban teh nubz. I still think 1-3 hours is too light for punishment, though. And what if there was this group of ten people called "TehBanSquad"? They could report a certain enemy, each of them once, and ban them, even if they didn't do anything wrong.
