IRC is a text-based protocol, it's not designed for voice communication.
But some IRC clients such as mIRC, allow for files to be transferred, so I guess you could record audio files, then send them to someone..

A better alternative is to use something like Ventrilo.

Yup, like ElJohno said, voice communication is used in many systems, like Ventrilico. IRC is for texting only. Anyways, you can download Ventrilico online for free and with no viruses. Just search it up on google, but you need the Server and IP of the server in which you can chat using the microphone or text.
