Get Kaspersky or something. If you want something free to get rid of it, I'm pretty sure SpyBot would get rid of something like that.

Delete it. Get a regular anti-spyware program to remove it, and don't download it.

iobit is pesky... i would download it they usualy do more harm then good

If I were you I would delete it, even though IObit is a site used by thousands to get rid of malware it is infamously known for having either crappy equipment, GameBooster is actually a product constructed by IObit - and to tell you the truth I ended up deleting GB because my AnitVirus-Webroot found malware in it.

I just looked further into your problem, you have (sometime in your time of pc's) download IObits System Care 3, the free version.
So all your program is telling you that it's out of date, instead of downloading the update from the live updater download it from this link:
