I have a phenom clocked at 1.8 right now, it runs the games I like to play fine though. Is it worth upgrading to a Phenom II (which will have better specs and clock speed closer to ~3)? Would much be noticeably different??

Are you crazy? Of course upgrading a processor will make it faster.

That means nothing, games still operate on one thread(a few operate on 2), making the cores perform serially.

Well, it doesn't, yet...
Dx11 architecture allows the usage of multiple threads inside the games, so a slower clocked quad might be able to perform on the level of a faster clocked duo core.
