Does having your Computers memory full add any lag while playing PT or PG?

Yes, infact it can. Freeing up space in your hard drive can speed up your connection. Also, when your computer is holding space for windows, if you were to make the amount of space held smaller it will also speed up your connection.

Yes of course it does.
Try cleaning out some of your useless junk,
which can speed up your comp.
