Probably just very, very bad miscommunication internally. I mean, what kind of large scale company would jeopardize their image with racism?
And besides, they already apologized, so how can you call that racist?

Therefore, I am just pointing out the fact that Microsoft cannot be deemed as racist if they have already apologized, and are looking into the matter. ;)

Quoting shamelessly for lulz. Also, I bet they were just too lazy to make a new advertisement. Apparently, it's still kind of segregated there (more as in still), and it was a stupid mistake but it was just to fit that country's version of politically correct. Advertising is advertising and morality comes 2nd at best.
