Ok for voting maps you should to consider the following
-Gameplay (Most important)
-Tile flow (how the tiles look when mixed)
-refill/spawn position
-glitches that will give someone an advantage
There are also a bunch of othe rlittle
things that you will learn later on.

Nice list... I'll continue?
-Flat zones (3-4 tiles+)
-Crouches
-Tightness
-Stairyness
-Portability as in how easy it is to move through the map =/
Well, there's more. Just check out the map making dictionary thing :D

Who made it... If you don't like the person flame and make fun of how bad their map is, even if it's amazing.
just kidding.
Just imagine you were playing in the map, and how you would feel about each section.
Example:
Could I camp or be camped here?
Is the refil easily accessible?
Does the map look nice?
Etc, etc.
You posted in the correct section.
Ask yourself which parts you like and dislike playing on. Then figure out why you wouldn't like playing on that area.

I sort of think you should be able to make a decent map before being able to properly judge maps, because if you can't make a decent map, that probably means that you don't know what makes a good map. There is a fair bit to know o.o

If youre not going to make maps, then your knowledge of map making will be limited and you wouldnt really be able to give that great advice, unless its big errors.
But if you want to rate the map with a /5 value, then test the map.
If you enjoyed it as much as you like maps on the server, and you think it should be servered, give it a 4/5.
If it blew you away with its amazing gameplay and it looked amazing, give it a 5/5.
If its not serverworth to you, as in you would probably never play it if it were on the server, give it a 3/5 and down, depending on how good/bad you think it is.
