how come when i try 2 make a PG account i fill out the whole thing and date the date lights up in red and it wont let me in... i kno its not done , but why?

Is the date you are talking about your birthdate? It won't let you register if you are under 13.

If your birthdate was something like... July 22, 1994 then you would write, 07 for the month 22 for the day and 1994 for the year. The problem your probably having is that your only putting 7 for the month. If you birthmonth is a single digit number, you need to put a zero in front.

You must fill the birthday part compleylt.
If you months is not 10,11, or 12 you must have a 0 in frount of the number. same things goes for the date.

I think Blank101 never fixed this...
The New Account is glitched. So if you "able" to register, then you can't rank up. You'll have that stat tracking message. Anyways, register on the forums. Forums is connected to Pawn/PawnTactics database. So whenever you make an account, you verify it, go on PG or PT then you're done.

Also, the format is YYYY/MM/DD.

Well technically, PawnTactics isn't connected to PawnGame, it's the other way around.
So if you have a Pawn account, you're able to login with that. (There's news about this).
Also, PawnTactics is a sub-game for Pawn, right now it's connected like this:

Forums --> Pawn --> PawnTactics

No it's not telling them to do their jobs. It's telling them to close a topic so people don't just keep replying the same thing over and over again.
If you say things like '*lock*, -lock-, request lock, ect', it must likely won't be read by a mod. You have to tell them to lock it.
I get topics locked at the time and I don't say stupid stuff like 'lock' ect.
