Nothing more than spamming vector brushes.

Actual vectors are not that hard to do. The only thing you need is the pen tool.

GIMP's pen tool does suck though.

A vexel is taking a picture and making it have a vexel style with pentool. Vector can be anything else. So yes, there's a vector style. Look up ecstatic.
