Using WWII Axis technologies, the Engineer is one of the out-dated units in the game. It makes up for this with four panzershreck rockets and two steilhandgrenades. Also using old technologies, this makes this one of the least profound units in the game.
The idea was inspired by the infamous German Panzershrecks and Panzerfaust which were a threat to allied armored divisions. Experience German crews could eliminated a Shermann or a T-34 with ease. And thus the idea was created, heavies and guards were always a problem. Seeing this the idea of Kalishnikov came to mind. High-tech weapons are almost always out-matched by simpler, cheaper weapons in the modern world(AK-47 for example). And so the engineer is the unit to take out the newer and more advanced units.
