Here's some basics for you about this.

If they are the "hot and popular" girls, you most likely know nothing about them.
Not trying to offend you, but truly, they almost NEVER act how they REALLY are to the general public.

I'd focus on seeing what she would really be like before talking to her, like watch what she does, but don't stalk her or drop everything to stare at her, just kind of observe.

Lot's of people can be deceiving like that.
Example is this shy girl I knew that was pretty popular, she seemed nice and all.

Turned out, she get's drunk like every weekend and goes in a rage on her brother if he's around still. :/

Relationships take serious commitment and I do agree with you on the 16 thing, under 16 is a bit like childs play. but if you ARE under 16, just take her out to the movies, nothing fancy, just casual stuff.
