As long as its 100% positive that he did do it, then he should have his man-part removed. All rapists should have their man-parts removed, of course I think there would also need to be extremely high-grade investigation to make sure they're not cutting the man-part off of someone whos being framed or falsely accused for rape.

But once your sure they did it, feel free to cut their man-part and their man-sack off. Thats what I say.

If it was in America and he has money, he has good chances not to get a penalty. He will say that she didnt said something against it and so it wasn´t rape.
