There should be punishments for beggers. Everyday theres someone asking for credits, or to borrow your account, or to help rank them, etc. So maybe theres a separate report command just for people who are beggers. You have to have a screeni of the dialouge. Even though it may seem like a bad idea to some, try getting bombarded with requests daily for a long time. It gets pretty annoying.

Just ignore them or sign onto another account and play so they won't bother you.
